March 19, 2008 Meeting Minutes
Hingham Town Hall
Present: Committee Members Bierwirth, Asher, Barclay, Farrell, Friedman, Innis, Kiernan, Lauter, Manning, Seelen.

1. Chair Joe Bierwirth called the Advisory Committee meeting to order at 7:35 PM.
2. The Committee reviewed and approved the minutes from the March 18th meeting.
3. Historic District Extension
Tony Kiernan brought the Committee up to date on the negotiations between the Historic Districts Commission and Boy Scouts Troop One. The two groups have arrived at a mutually acceptable compromise on the treatment of the Troop One property within the expanded Hingham Centre Local Historic District. Tony distributed a revised Warrant article, which includes the compromise language, and the Advisory Committee voted unanimously in favor of the proposed revised article.
4. Warrant Articles:
The Advisory Committee voted on the following Warrant articles, all votes unanimous and favorable except as noted:
- Town Acquisition of Hersey Street Property.
- Selectmen's Reserve – OPEB Funding.
- Transfer $230,000.00 into the Reserve Fund for unanticipated FY '08 expenditures, primarily snow and ice removal.
- Otis Street Property – The Committee voted No Action on this article.
The proposed revisions to the Hingham Wetlands Protection By-law were discussed. The Committee needs more information about the nature of the proposed modifications and the differences with underlying State regulations; further discussion and Committee vote were postponed.
The Station Street Discontinuance article proposing changes to the street layout at the intersection of Station and North Streets was discussed, and the Committee voted favorably on the article. However, following the meeting new information arose that will require re-wording of the article and a second Committee vote.
The meeting was adjourned at approximately 9:50 PM.
The next Advisory Committee meeting is not yet scheduled; at least one additional meeting will be required prior to Annual Town Meeting.
