Summary of Proceedings
The Planning
Board heard the application at a duly noticed hearing on July 10, 2013
at 8:30 PM in the Hingham Town Hall at 210 Central Street. Members of
the Planning Board present were: William Ramsey, Chairman; Gary
Tondorf-Dick, Clerk; Sarah Corey; Judy Sneath and Walter Sullivan Jr.
Robert Barry, Paul Garibaldi and Greg Tansy, Ross Engineering were present to represent the project.
The
proposed project is a 5 bedroom single-family home. Blasting will be
necessary to remove ledge from the site. Peer review engineer John
Chessia explained the review was
triggered by the amount of
earthwork proposed, and the amount of work on very steep slopes. The
bulk of the earthwork is to build the house and create a front lawn
area.
The Applicant was asked if there was an opportunity to
change grades to minimize export and have less steep slopes. Mr.
Chessia said the net export as proposed is 1,700 cy. The Board
discussed with the Applicant the import and export of material, number
of trucks, and opportunities to retain some material on-site. It was
noted that retaining some materials on-site would also improve the
drainage overall. The Applicant agreed to revise the grading along the
driveway, raise the floor elevation of the garage, and add material to
the rear of the house and the reserve area to accomplish the intent
discussed with the Board.
Project Description and Findings
The
Planning Board reviewed an Application for Site Plan Approval pursuant
to Section IV-B(6)(b) for proposed work which will disturb an area
exceeding 2,500 square feet with slopes exceeding 10%, along with Site
Plan Review in association of a Building Permit under §I-H and §I-I.
The Board requested that John Chessia perform a review, which was
submitted to the Board.
The Applicant proposed to construct a
new 5 bedroom single-family residence on the site. The project
preserves adjoining residents from stormwater drainage as the drainage
patterns to the two adjoining properties have not been altered. The
project proposed to maintain the aesthetic character of the site for the
mutual benefit of the Applicant as well as the surrounding community by
preserving portions of the wooded buffer along East Street to the
greatest extent practicable and between adjoining residences.
Decision and Vote
It
was moved, seconded, and so VOTED to grant Site Plan Approval for the
application and plans entitled “Site Plan for 365 East Street in
Hingham, Mass.” dated May 16, 2013, revised thru July 11, 2013 prepared
by Ross Engineering Company Inc., Norwell, MA for Robert T. Barry
consisting of one (1) sheet, and, “Erosion Control Plan for Lot 1 East
Street in Hingham, Mass.” dated May 16, 2013, revised thru July 23, 2013
prepared by Ross Engineering Company Inc., Norwell, MA for Robert T.
Barry consisting of one (1) sheet subject to John Chessia's final review
and approval, and the approval of the Conservation Commission with
conditions as follows:
1. the grading be revised on the site
as discussed to reduce the amount of export and balance the site (along
driveway, garage and behind the house); and,
2. the revised drainage be reviewed and signed off on by Mr. Chessia.
