Summary of Proceedings
In accordance with Section I-H and I-I of the Zoning By-law, at the regular meeting of April 10, 2017 the Hingham Planning Board considered a request for a minor modification to the site plan review to modify condition #1 to waive the requirement for the peer review engineer to review the revised plans for storm water. Planning Board members Judith Sneath, Jennifer Gay Smith, Sarah Corey and Gary Tondorf-Dick participated in this hearing. The project, originally approved in 2015, was an application of the Town of Hingham Recreation Commission to renovate Recreation Barn and add parking to facilitate the conversion of the building from storage to an area for recreational programming, with associated infrastructure and utilities.

The Planner noted that this project is almost done. The applicant has provided a plan revised to show the area adjacent to the building as it has been constructed. Condition # 1 from the August 2015 decision requires “the peer review engineer to review the revised plans and site for storm water”. The planner reported that the site is well drained and there are no drainage problems on site. The planner reported that there isn’t anything to have peer reviewed at this point and for that reason the request before the Board is to consider waiving the requirement for additional peer review as noted in this condition.

Decision and Vote
The Board discussed the request and found that the majority of the site was impervious material and naturally well drained. The Board found that the request was reasonable and noted that as there hadn’t been any drainage problems over the last several weeks at the site the drainage was adequate at this time.

The Board then Voted to Approve the request to waive the requirement for the peer review engineer to review the revised plan for storm water, noting that all other conditions remain in full force and effect.
