Summary of Proceedings At the regular meeting of October 16, 2017 Planning Board members Gary Tondorf-Dick, Jennifer Gay Smith and Gordon Carr heard the application of RSL REALTY, LLC for a minor modification to the existing permit to construct a 3-story Commercial/Residential Building, similar in footprint to the previously demolished "Lincoln Building," at 51-55 SOUTH STREET, and provide overnight residential parking at 28 SOUTH STREET on properties zoned Business District A and the Downtown Hingham Overlay District. The Applicant team at the hearing consisted of Richard Henderson, Attorney, Steve Meyers, Architect, and Matt Falconeri, Builder.
Project Description The request for a minor modification includes a request to modify the condition of approval C.1. which states that the project shall be built in compliance with the May 5, 2014 Hingham Historical Commission Approval, and to accept other minor changes. The other minor changes are having 4 one bedroom and 2 two bedroom units instead of 8 one bedroom units (parking requirement remains 8 spaces), and, there will be 2 doors on back façade of building and a slight ramp on the tunnel cap instead of 3 doors and steps up to the doors. The Hingham Historical Commission reviewed the proposed changes at their meeting of October 2, 2017 and approved them.
Findings and Decision After additional discussion the Board found that the request was straightforward, and, they acknowledged the decision of the Hingham Historical Commission. The Board then unanimously voted to Approve the request for a minor modification to the Site Plan Review in Association with a Special Permit A2 for 51-55 South Street for the Construction of a 3 story mixed use residential/commercial building at 51-55 South Street with provision of 8 associated leased overnight residential parking spaces at 85-99 South Street for the following items: 1. To modify condition C.1. to note that “Project shall be built in conformance with the May 5, 2014 Hingham Historical Commission Decision, as amended to October 2, 2017” 2. To reflect the building plans dated 5 October 2017 prepared by studio Meyers for The Lincoln Building which show the floor plans for 4 one bedroom and 2 two bedroom units instead of 8 one bedroom units. 3. To reflect the revised Site Plan drawing “SP1” sheet 1 of 2, dated 5-27-16, revised to 9-28-17, showing modifications to the north side of the building and associated land on tunnel cap, with walkway and landscaping. 4. All other conditions remain in full force and effect.
