Summary of Proceedings
In accordance with Section I-G of the Zoning By-law, the Hingham Planning Board conducted Site Plan Review under Section I-G and I-I in Association with a Special Permit A2 under Section III-G for the conversion of existing second level office use to a 1 bedroom residential use, and a Special Permit A3 Parking Determination under Sections III-G and V-A, at 16B North Street, zoned Business A.

The application was filed December 15, 2017. The applicant requested a waiver of Site Plan Review because the requested change is to modify the internal use on the second floor but there is no physical work taking place outside of the building envelope. The Planning Board heard this request at their regularly scheduled meeting of January 16, 2018 with Planning Board members Jennifer Gay Smith, Chairman, Gordon Carr, Sarah Corey, Gary Tondorf-Dick, and William Ramsey present. Vcevy Strekalovsky, Architect, and Harold Shaw were also present to discuss the application.

Background and Findings
The Applicant is requesting approval to convert a portion of the second floor of 16B North Street to a one bedroom residential unit, thus creating a mixed use Commercial/Residential building. The residential parking space will be provided in the Station Street lot, and, the applicant has applied for a Special Permit A3 under Section III-G.7.iv.b for same. There is no outside work being proposed.

Decision and Vote
After considering the scope and substance of the request, the Planning Board found that there was no outside work being performed, and it was moved, seconded and SO VOTED to waive Site Plan Review for the project as proposed with the application materials and presented for the conversion of existing second level office use to a 1 bedroom residential use at 16B North Street.
