Summary of Proceedings
In accordance with Section I-G of the Zoning By-law, the Hingham Planning Board conducted Site Plan Review relative to the application of The Meadows Condominium Trust for a minor site plan, waiver of the public hearing requirement, and waiver of the site plan submittal requirement "e" in association with the proposal to permit the replacement of a storage tent with a 16' x 40' storage shed for Tools & Equipment & request for relief under Section I-I 5, property zoned Residence D.

The application for Site Plan was filed at the Planning Board on July 29, 2015. The Planning Board heard this request at their regularly scheduled meeting of August 3, 2015 with Planning Board members Sarah Corey, Chairman, Judith Sneath, Gary Tondorf-Dick, and Walter Sullivan Jr. present.

Background
There was a existing fenced in temporary tent structure in the same location that was used to house tools and equipment, but it collapsed over this past winter due to the snow loads. At this time the Condominium Trust has proposed to construct a permanent 16' x 40' structure to replace the collapsed structure. The location is central to the development, adjacent to the tennis courts, and not visible outside of the Condominium. The Condominium is the applicant and they hope to have the building installed as soon as possible.

The Applicant asked that the Board determine that this is a minor site plan and waive the public hearing requirement. The Applicant also requested a waiver of submittal requirement (e) "detailed information on utilities, lighting, landscaping, refuse storage and removal", and then review the site plan criteria making findings and conditions.

The Board verified that this was replacing a structure that collapsed under the snow last winter, and, that there would be no outside lights. The site is developed and this is a accessory building for storage of maintenance tools and equipment.

Decision and Vote
After considering the scope and substance of the application and request, the Planning Board determined that the project constituted a minor site plan in accordance with Section I-I (5) b, and it was moved, seconded and SO VOTED to waive the public hearing requirement.

The Board then found that the site is built out and as such it is reasonable to waive the submittal requirement (e) "detailed information on utilities, lighting, landscaping, refuse storage and removal", as requested. It was then moved, seconded and SO VOTED to waive the submittal requirement (e) "detailed information on utilities, lighting, landscaping, refuse storage and removal", as requested.

The Board then considered the scope of the project and Moved, Seconded and SO VOTED to waive Site Plan Review for the project as proposed and presented to permit the replacement of a storage tent with a 16' x 40' storage shed for Tools & Equipment on property known as 1 Floret Circle, a.k.a, The Meadows.
