Summary of Proceedings
In accordance with Section I-G of the Zoning By-law, the Hingham
Planning Board conducted Site Plan Review relative to the application of
AT&T Mobility ("The Applicant") for Site Plan Approval in
Association with an Application for a Special Permit A2-Request for
Waiver from Public Hearing Requirements related to the installation of 3
panel antennas on an existing facility (on the smokestack) at 9
Shipyard Drive as part of a nationwide upgrade.
The application for Site Plan Review was filed at the Planning Board
on May 20, 2015. The Planning Board heard this request at their
regularly scheduled meeting of June 1, 2015 with Planning Board members
Sarah Corey, Chairman, Judith Sneath, Gary Tondorf-Dick, and William
Ramsey present. Timothy Greene was present representing AT&T
Mobility.
Background and Findings
The Applicant is requesting the modification to the approved plans for
the installation of three additional 48" panel antennas to the existing
facility where 9 panels exist currently. The Applicant explained that
as technology changes the number of panels on the smokestack has changed
out, but, there is no additional work on the ground. The Board
discussed and found that adding three more panels to the existing
installation as depicted on the renderings submitted with the
application was a minor change and was not substantially different from
the current use. They noted that changes and upgrades to the antenna
had happened in the past with no site impact. Mr. Ramsey stated that
the Planning Board typically deferred to the Zoning Board on cell tower
facilities, and noted that the Zoning Board would be holding a duly
noticed public hearing on the project which would afford interested
parties the opportunity for input.
Decision and Vote
After considering the scope and substance of the request, the Planning
Board determined that the project constituted a minor site plan in
accordance with Section I-I (5) b, and it was moved, seconded and SO
VOTED to waive the public hearing requirement. The Board then moved,
seconded and SO VOTED to waive Site Plan Review for the project as
proposed and presented for AT&T Mobility at 9 Shipyard Drive for the
installation of additional panel antennas on the existing facility
shown on the Project Summary prepared by VRG, 489 Washington Street,
Auburn, MA 01501, for Site Number: MA1116; Site Name: Hingham
Smokestack, 9 Shipyard Drive, Hingham, MA 02043, Plymouth County, for
AT&T Mobility, 550 Cochituate Rd, Suites 13 & 14, Framingham, MA
01701.
