Summary of Proceedings:
This matter came before the Planning Board at a regularly scheduled and duly noticed joint meeting of the Hingham Planning Board and Zoning Board of Appeals on July 28, 2014 at 8:30 P.M. in the Hingham Town Hall at 210 Central Street. Members of the Planning Board present were: Gary Tondorf-Dick, Chair, William Ramsey, Sarah Corey, Clerk, Judy Sneath, and Walter Sullivan, Jr. At the hearing the Planning Board heard testimony and reviewed application materials submitted by Frederic Sontag-Campbell for a Special Permit A3 Parking Determination, with waivers if necessary, under Section V-A Off-Street Parking Regulations of the Town of Hingham Zoning By-law to allow for a Health Club (Challenge Rocks) rock climbing and tumbling gym within a 5,000 s.f. interior tenant build-out of an existing industrial building, at property known as 3 Pond Park Road. This property is zoned Industrial Park and is in the South Hingham Development Overlay District. The Applicant's Team included Frederic Sontag-Campbell and Richard Beal, A.W. Perry.
Discussion and Findings:
At a regularly scheduled and duly noticed joint meeting of the Hingham Planning Board and Zoning Board of Appeals at 8:30 P.M. on July 28, 2014, the Planning Board heard testimony and reviewed application materials submitted by Frederic Sontag-Campbell for a Special Permit A3 Parking Determination, with waivers if necessary, under Section V-A Off-Street Parking Regulations of the Town of Hingham Zoning By-law to allow for a Health Club (Challenge Rocks) consisting of a rock climbing and tumbling gym within a 5,000 s.f. interior tenant build-out of an existing industrial building, at property known as 3 Pond Park Road. This property is zoned Industrial Park and is in the South Hingham Development Overlay District.
In summary, the proposed Health Club use will utilize ~5,000 s.f. of an existing 40,000 s.f. building. All improvements will be interior with no exterior site modifications proposed. The site has 61 parking spaces with 17 allocated to the distillery and 14 allocated to Crossfit. The 20,000 s.f. warehousing space is empty and has no parking demand at this time. The Applicant projected a peak parking demand of 15 spaces with average demand much lower. The Applicant explained the parking demand at their Norwood facility. The Applicant explained that their busy time was weekend afternoons and corresponded with the time that the other tenants were closed or very slow which provided an opportunity to share parking. Mr. Beal, A.W. Perry Brokerage, stated that there was ample parking and that the landlord had striped additional parking spaces on the property. The Board found that allocating 15 spaces to this use was appropriate at this time although it was hard to truly judge if that was too much or too little until the use was in operation for awhile.
The Board requested that the landlord provide an updated existing conditions plan, an updated parking table and a parking study to the Board prior to filling the warehousing space to demonstrate the adequacy of parking. The Board found that there seemed to be sufficient parking to meet the needs of the existing tenants and this new tenant because there was vacant warehousing space not currently allocated any parking.
Vote:
The Planning Board voted, unanimously, to GRANT a Special Permit A3 for the use of a portion of 3 Pond Park for a Climbing and Tumbling gym, known as "Challenge Rocks", as described, with the following condition:
- 15 spaces shall be allocated for this use.
This Decision shall not become effective until (i) the Town Clerk has certified on a copy of this decision that twenty (20) days have elapsed after the decision has been filed in the office of the Town Clerk and no appeal has been filed or that if such an appeal has been filed, that it has been dismissed or denied, and that (ii): a copy thereof has been duly recorded in the Plymouth County Registry of Deeds and indexed in the grantor index under the name of the owner of record.
