Summary of Proceedings:
This matter came before the Planning Board and the Zoning Board of Appeals on the application of the Recreation Department for a Site Plan Review in Association with a Special Permit A2 under §I-I and §I-J of the Zoning By-Law to allow the creation of a kayak and paddleboard program at Hingham harbor, administered by the Recreation Department and Harbormaster, at property known as 0 Otis Street.  This property is zoned Official and Open Space and is in the Hingham Harbor Overlay District. 

The Planning Board and Zoning Board of Appeals opened the hearing on the Special Permit A2 and Site Plan Review at duly advertised and noticed hearing on June 30, 2014 at 7:05 PM in the Hingham Town Hall at 210 Central Street.  Members of the Planning Board present were: Gary Tondorf-Dick, William Ramsey, and Sarah Corey.

The Petitioners Team included Mark Thorell, Recreation Department, Ken Corson, Harbormaster, and Amy Cowan.    

Project Description
Ms. Cowan explained that the goal was to introduce a paddleboard and kayak rental opportunity at the Harbor to increase access to the waterfront.  Initially there will be 3 single kayaks, 2 double kayaks, and 5 paddleboards offered for 2 hour rental windows, and a pedal boat available for free for one hour increments.  The rental will be by Recreation Department passbooks of 10 two hour rental coupons.  The program will be staffed by one full time Recreation Department employee who will work in conjunction with the Harbormaster.

The Applicant requested that the Planning Board waive the site plan review in association with a Special Permit A2 as shown on the Site Plan as referenced above, and as more particularly described in testimony before the Planning Board at the public hearings.
