Cease of Operations for Personal Care Services

Hair Salons, Nail Salons, Massage Establishments, Spas and Fitness Centers

Effective April 6, 2020

Whereas, the 2019 novel Coronavirus (“COVID-19”) has been declared a Public Health Emergency of International Concern by the World Health Organization; and

Whereas, COVID-19 is a highly contagious, and in some cases, fatal respiratory disease; and

Whereas, on March 10, 2020, the Governor of Massachusetts declared a State of Emergency as a result of the COVID-19 public health emergency; and

Whereas, on March 13, 2020, the President of the United States declared a National Emergency Concerning the COVID-19 public health emergency; and

Whereas, the COVID-19 public health emergency poses a present, reasonable and imminent danger to the public health, safety, or general welfare of the residents of the Town of Hingham; and

Whereas, the Hingham Board of Health acting by and through its Executive Health Officer previously issued an order on March 21, 2020 subject to review after April 5, 2020; and

Whereas, the Hingham Board of Health acting by and through its Executive Health Officer has reviewed its prior order and has determined that it should remain in effect;

Now, therefore, in accordance with M.G.L. c. 111, § 122, 105 CMR 400.200(B), 310 CMR 11.05 and all other applicable laws and regulations, the Hingham Board of Health, acting through its Executive Health Officer, as authorized under M.G.L. c. 111, § 30, hereby orders that all hair, nail salons, massage establishments, spas and fitness centers cease all personal care services offered to the public (unless medically necessary) effective March 21, 2020, due to the COVID-19 public health emergency, until further notice.

This action has been ordered by the Hingham Board of Health, acting through its Executive Health Officer as authorized under M.G.L. c. 111, § 30, and has the support of the Massachusetts Dept. of Public Health. This order shall remain in effect for the duration of the State of Emergency as declared by the Governor of Massachusetts or as otherwise sooner rescinded.

This action has been taken in order to protect the public health of all residents in Hingham, due to the highly contagious nature of COVID-19, its serious health effects, and the close personal contact involved in these personal services.
